Do heat pumps actually work through an Oregon winter?
Yes. This climate is well suited to them. Modern systems produce useful heat well below freezing, and the valley rarely stays cold enough for long enough to make that a practical problem. Systems are configured with backup heat for the coldest stretches.
Heat pump, or a furnace and air conditioner?
If you need both heating and cooling and both existing systems are aging, a heat pump usually wins on running cost and on having one system to maintain instead of two. If you have a young furnace and only need cooling, adding AC may make more sense.
Are they noisy?
Current systems are considerably quieter than the equipment most people picture. The outdoor unit runs at a level most homeowners stop noticing, particularly variable speed models that spend most of their time at partial output.
